Does the project has to be a Web3/Blockchain application?

I have read the Hackthon description and Rules, but did not find anything mentioned about the submissions should be a Web3 project. However, Hackthon theme tags includes `Blockchain` and `Social Good`. Please clarify if it is mandatory to submit a Web3 project or entrats can submit any kind of application.

  Apologies we are just getting back to you, the rules explain that the project needs to be built in the Guardian, this is built on Hedera and would be a Web3 project.
